Introduction to RFS-2
Robert Gough, Executive Editor – Renewables, OPIS
The Renewable Fuel Standard contains several provisions that impose fines of up to $32,500/day. An understanding of the key obligations of refiners, blenders and importers of finished gasoline and diesel is necessary to avoid stiff penalties. RFS-2 is a complete revision of a system that’s just two years old and in our opening session, you’ll see highlights of the key differences.
11:15 a.m. – 12:00 p.m.
Blending Targets & Carve-Outs
Speaker TBA
Obligated parties under the RFS-2 will be held individually responsible for blending their share of each of four different categories of biofuel. This session provides best practices and key understandings from the refiner and importer perspective. Find out where and how cellulosic ethanol, advanced biofuels, biomass-based diesel, ligno-cellulosic ethanol will make their debut in the U.S. biofuels space.

The Good, the Bad, the Ugly and Super-RINs
Sandra Dunphy, Managing Director, L.T. Hawthorne & Co.
Renewable Identification Numbers (RINs) are the currency of compliance with the RFS-2 requirements. But they not only demonstrate blending in accordance with the law, they also represent potential new profit centers for those who buy, sell and trade them on the open market. Still, the devil is in the details and the penalties for playing the game wrongly are severe. Sandra outlines how you can win through RINs.
1:45 – 2:15 p.m.
RFS Waiver Process: When Would EPA Pull the Plug?
Robert Gough, Executive Editor – Renewables, OPIS
By law, EPA holds the final key to whether or not the RFS is implemented, and through the waiver process, the agency can act as the ultimate game-changer. Texas’ request for a one-year waiver of half of the RFS was denied last August and prompted the federal government to set a high bar for granting of waivers in the future. At the same time, the new standard opens the door for new players to challenge some or all of the biofuels blending mandates. In this session, discover who the players are and how to react when waiver requests surface.
2:15 – 2:30 p.m.
