Low Carbon Fuel Standard (LCFS) programs continue to be in the limelight, with major modifications and a whole new program on the way. California’s LCFS has had no shortage of intrigue as the California Air Resources Board (CARB) had its challenges with finalizing a lengthy rulemaking process to extend the targets out to 2045, as well as raising the nearer-term targets to 2030. The market has continued to produce low-carbon fuels at a rate that was far ahead of the compliance schedule, and stakeholders have nervously awaited CARB’s final revisions. Oregon is evaluating the next round of small changes to its Clean Fuels Program, while Washington state enters the second year of its Clean Fuel Standard, as is Canada’s nationwide Clean Fuels Regulation. Meanwhile, New Mexico is set to become the fourth state to implement a program after it passed legislation earlier this year.
