Perhaps never before in its 11-year history has the RFS2 program faced such upheaval as now.

EPA’s granting of economic hardship waivers to more than two dozen small refiners and White House efforts to broker a deal between biofuel producers and merchant refiners that could assign Renewable Identification Number (RIN) credits to ethanol exports in exchange for allowing year-round sales of E15 have roiled the program and caused ethanol and biodiesel RIN credits to retreat to multi-year lows.

At the same time, congressional interest in making changes to the RFS program is rising. Democrats in March introduced a bill that would wind down the mandate for conventional corn ethanol after 2022, while offering enhanced support for the slowly growing cellulosic biofuel industry.
