Read BioTodd Campbell is the Vice President of Public Policy and Regulatory Affairs for Clean Energy, North America’s leader in clean transportation. Prior to his position at Clean Energy, he served the Mayor of Burbank and as the Policy and Science Director for the Coalition for Clean Air, a nonprofit dedicated to restoring clean healthful air for California. Todd currently serves as Board Chair for the California Renewable Transportation Alliance, a Board Director for The Energy Coalition, the Coalition for Clean Air, the Napoleonic & Revolutionary War Graves Charity, and as an alternate for the California Hydrogen Business Council. Over the past 27 years, Todd has been actively engaged in federal and state environmental and transportation policy. In California alone, he has had a hand in developing the San Pedro Bay Ports’ Clean Air Action Plan, the California Low Carbon Fuel Standard, the South Coast AQMD Fleet Rules, and passing AB 32, SB 32, and SB 1383. Todd holds a Master’s in Industrial Environmental Management from Yale University, a Master’s in Public Policy from the University of Southern California, and a Bachelor’s in Government from Georgetown University.
Arpit Soni is the Associate Director of Client and Market Insights at cCarbon, where he leads efforts to provide actionable market intelligence on the latest developments in clean fuels and carbon markets. With over a decade of experience in carbon markets and policy, Arpit has worked across diverse functions, including public policy, consulting, project management, and business development in government, private, and non-profit sectors.
Prior to joining cCarbon, Arpit was part of Amazon’s worldwide sustainability team, driving sustainable transportation efforts as part of the company’s 2040 Net-Zero strategy. Before that, he served as a manager at the California Air Resources Board, where he led the policy and regulatory development of California’s Low Carbon Fuel Standard (LCFS) and advised national and sub-national governments on designing similar climate programs.
Arpit holds a Master’s in Climate and Society from Columbia University and a Bachelor’s in Energy Engineering from NIT Bhopal.
Ryo Tateishi is the Associate Director of Business Development Department at Mitsubishi Corporation (Americas), a leading global integrated business enterprise that develops and operates businesses across every industry. In this role, he leads the strategic planning and cross-functional collaboration of Mitsubishi’s business development activities in North America, covering various sectors such as energy, mining, mobility, materials, food, and environmental business. He has a strong interest and expertise in corporate sustainability, especially in relation to climate change. He has been actively involved in energy transformation initiatives that aims to accelerate Mitsubishi’s transition to a low-carbon society. He has contributed to the development of carbon credit and climate consultancy business, leveraging his knowledge and network in the field. He holds an MBA degree from Stanford University, which he obtained in 2018. He also has a bachelor’s degree of laws from the University of Tokyo in Japan.
Teresa Lang is the Senior Director, Policy at Anew Climate and has spent over 15 years working in voluntary and compliance carbon markets. Her experience spans a range of capacities across the carbon project lifecycle, from project origination to methodology development to advising large corporations on their environmental product portfolios. In her current role at Anew, Teresa works to track, engage on, and influence carbon policy in both the voluntary and regulatory space, as well as supports clients in developing and implementing their carbon credit procurement strategies and claims. Prior to Anew, Teresa has held roles at the Climate Action Reserve, Clinton Global Initiative, South Pole, and conservation non-profit Paso Pacifico. Teresa holds an MBA from IE Business School in Madrid, a Masters in international environmental policy from Columbia University, and an undergraduate degree from the University of California, Berkeley.
Marc Garfinkle is the Head of Portfolio Management at Rubicon Carbon, where he manages investments and trading activities within the carbon markets. Before joining Rubicon, he was a Portfolio Manager at Carbon Point Partners, where he worked on compliance and voluntary carbon credits and supported the development of carbon credit projects. Marc’s experience includes a focus on commodity investments in both public and private markets. At Point72 Asset Management, he worked on building a $1 billion investment portfolio with an emphasis on the chemical industry and lithium markets He graduated with honors from the Wharton School at the University of Pennsylvania.
Clayton Munnings is a widely published climate economist with over four dozen publications and articles on carbon markets, including cap-and-trade, carbon taxes, and carbon offsets. He has assessed and designed carbon markets for over a decade on six continents and is finalizing his Ph. D. at UC Berkeley’s Energy and Resources Group on this topic.
Clayton started his career at Resources for the Future and has since worked in academic, government, nonprofit, and financial sectors including the World Bank, Kepos Capital LP, and the International Emissions Trading Association. Clayton has also served in numerous expert advisory roles, including as Advisory Board Member of the Gro-Kepos Carbon Barometer, Board Member at Earthshot, member of Colorado’s GEMM Trading Technical Working Group, and Expert to the International Initiative for Development of Article 6 Methodology Tools.
Clayton holds an A.S. from Monroe Community College, a B.S. from Cornell University, and an M.S. from UC Berkeley.
Alicia began her career as an attorney in the climate change and white-collar practices of Davis Polk & Wardwell LLP and Latham & Watkins LLP prior to joining Elevate Climate. Her experience includes developing and evaluating legal frameworks for carbon pricing, researching environmental justice concerns and solutions, and creating collaborative opportunities for stakeholders to advance the design of ambitious and equitable carbon markets. Through Elevate Climate Insights, Alicia also helps carbon market stakeholders deepen their understanding of California climate policy developments. She is a trained mediator and belongs to the U.S. Environmental Protection Agency’s independent mediation roster, where she has supported the deployment of environmental justice grant funding in Vallejo, California. Alicia also recently co-created and facilitated the dialogue “Equity and Global Carbon Markets” with the Environmental Defense Fund. Alicia brings with her practice a firm grounding in human rights, having studied and contributed to various human rights efforts, primarily through her work with Stanford University, Oxfam America, and Human Rights Watch in Guatemala (where she was raised) and as a Stanford Human Rights Fellow for UNICEF Egypt. She holds a B.A. in International Relations from Stanford University and a J.D. from Harvard Law School.
Richard W. Corey served the second-longest tenure as Executive Officer (EO) of the California Air Resources Board (CARB). In his role at AJW, Richard supports clients with his deep knowledge of decarbonization policy
mechanisms, markets, technologies, and stakeholders at the state, federal, and international levels. He has over 30 years of experience in developing and implementing California’s program. Richard’s work included establishing partnerships with other states in the U.S. and jurisdictions around the world including Canada, China, Mexico, Australia, and many members of the European Union. While at CARB, Richard managed a team of more than 1,800 engineers, scientists, and other professionals responsible for a broad range of programs including those concerning clean fuels, climate, incentives, and air toxics. His team was responsible for developing and implementing a series of first-in-the-world programs to slash greenhouse gas emissions. His team also developed measures and incentives to reduce emissions from a variety of freight-related sources, including port trucks, transport refrigeration units, cargo handling operations, maritime operations, rail-related goods movement, and measures to reduce emissions from stationary and portable diesel engines, as well as several strategies to reduce toxic air contaminants from a wide variety of sources that adversely impact communities.
Stephen McComb is a Chicago-based environmental and energy markets executive who currently serves as Managing Director of IncubEx. IncubEx is a product and business development firm in global environmental markets, climate risk, and related commodities. McComb joined IncubEx in 2019 and is responsible for corporate strategy, business, and product development. Prior to IncubEx, he led the US environmental markets business at Intercontinental Exchange (ICE). McComb came to ICE from its acquisition of Climate Exchange PLC where McComb worked on developing the offsets program at Chicago Climate Exchange and futures markets at Chicago Climate Futures Exchange. Prior to Climate Exchange PLC, McComb served as an economist for the State Utility Forecasting Group at Purdue University working on electricity and natural gas price forecasting. Prior to that McComb was an analyst for the Ontario Energy Board where he worked on rate cases related to new electricity and natural gas infrastructure, as well as renewable and energy efficiency programs. McComb studied Economics in undergrad at Dalhousie University in Halifax and Environmental Economics as a master’s at Toronto Metropolitan University.
Utkarsh (Uti) Agarwal has worked in carbon markets for over a decade. As the Americas Carbon Originator at BP, Uti transacts California, Washington and RGGI compliance carbon markets in the Americas, emerging markets like CORSIA, and voluntary markets globally. Uti joined BP from Emergent, a non-profit that launched the $1.5b LEAF Coalition where he was the Vice President and head of Transactions. Uti is an experienced investor in renewable energy and climate finance, including at Encourage Capital in New York, where he invested in some of the first forestry carbon projects for the California cap and trade program.
Adam works in Conservation International’s Nature Finance Division (NFD). In his current role Adam works with leading companies to secure investment and support for CI’s Natural Climate Solutions (NCS) work, with a focus on transactions of carbon credits from CI’s portfolio of projects. Over the past several years, Adam has spearheaded more than 100 transactions with leading businesses helping to secure more than $250 million for natural climate solutions. Before joining NFD, Adam worked across CI’s portfolio of business partners to develop strategic partnerships in the area of environmental sustainability.
Adam is a graduate of the George Washington University and lives in the Washington, DC area.
Joel is a leading advocate for electric vehicles, clean energy and effective climate policies. As executive director of Plug In America, he is focused on continuing to build it as the national consumer voice for electric vehicles in the United States. He is chair of the Global EV Drivers’ Alliance, which links together EV driver associations around the world and represents the voice of EV drivers at the international level. He is also a member of the Los Angeles County Metropolitan Transportation Authority Sustainability Council and the California Energy Commission Clean Transportation Program Advisory Committee. Prior to joining Plug In America, he served as vice president for business development at the Climate Action Reserve, a registry for carbon offsets. He has an MBA from UC Berkeley and an MA in international economics from the Johns Hopkins University. He drives a Nissan LEAF and mostly charges at home on a Clipper Creek HCS-50 charging station.
Leveraging 20 years of experience and a proven track record in the financial services industry, Ms. Durschinger founded Terra Global Capital in 2006 to attract private sector capital to nature-based solutions. Ms. Durschinger is recognized as a pioneer and innovator in alignment of development values and financially viable approaches to sustainable landscape management. Terra is a global leader in nature-based solutions program development, greenhouse gas quantification and community-based business model development, by providing technical expertise and investment capital to a global client base of governments, NGOs, and private companies in a collaborative and participatory manner. Under Durschinger’s leadership, Terra has financed numerous commercially viable sustainable landscape management programs, launched an investment fund that provides climate finance to the nature-based solutions sector in the global south. Prior to Terra, Ms. Durschinger held senior management positions in the areas of derivatives trading, investment management, algorithmic trading, risk management, and securities lending. She is a member of the IETA Council and has served on numerous standards committees including the Verra VCS Program Advisory Group, REDD+ Social & Environmental Standards Committee, and Verra – VCS JNR Expert Working Group and was the Co-chair Natural Capital Solutions Working Group. Ms. Durschinger and her family make small production olive oil on their farm in Mendocino County. Among her previous employers are JP Morgan, Merrill Lynch, Barclays Global Investors, and Charles Schwab.
Rajinder Sahota is the Deputy Executive Officer for Climate Change and Research at the California Air Resources Board. Her portfolio includes the AB 32 Climate Change Scoping Plan, Cap-and-Trade Program, Low Carbon Fuels Standard, and several other fuels and energy programs. Her portfolio of duties requires close coordination with sister agencies, and she represents California in national and international discussions on the state’s climate policies. Rajinder also oversees CARB’s efforts on research, including community informed research, for actions to protect public health, especially in frontline communities.
Dave is Vice President of Regulatory Affairs, Innovation and Western Canada at the Canadian Fuels Association (CFA). CFA’s members represent the downstream energy sector. His role includes policy development and government relations at the federal, provincial and local levels. CFA members provide approximately 95% of Canada’s transportation fuels including both conventional and renewable fuels.
Dave has been in the downstream energy business for over 30 years. Since 2007, his roles have focused on public affairs, climate change policies and low-carbon business strategy, seeking to balance the needs of a strong economy and affordable, reliable energy while improving environmental outcomes.
He is chair of the B.C. Bioenergy Network, the Cleaner Fuels Theme Lead for the Clean Resource Innovation Network (CRIN) and on the advisory board of UBC’s Clean Energy Research Centre. Dave holds degrees in Economics and Sociology from the University of Victoria.
Andrew Lipow is the President of Lipow Oil Associates, a consulting firm which he founded in May 2004. Lipow Oil Associates specializes in both the oil markets and renewable fuels industries. He provides expertise in crude oil and petroleum product trading opportunities and provides insight into the RFS, RINs, and LCFS programs. Mr. Lipow gained refining and trading experience during his career at Vitol, Basis Petroleum, J. Aron and Amoco and has provided consulting services to biofuel trade groups. He is a frequent guest on Fox Business News, CNBC and Bloomberg Canada, and has appeared on the nightly newscasts of the major networks. He is frequently cited by industry trade publications as well as The Wall Street Journal and Reuters for comments regarding recent news events.
Jon Costantino is the founder and Principal of Tradesman Advisors, Inc., a Sacramento-based consulting and advocacy firm. He has 33 years of regulatory experience both within Government and in the private sector, focused on air quality and climate change regulatory implementation and policy development. He was the original Climate Change Planning Manager for the California Air Resources Board and oversaw the first publication of the State’s economy-wide climate policy document—the AB 32 Scoping Plan.
Prior to founding his own firm, Jon managed a climate change regulatory practice for a diverse portfolio of clients at a national law firm. He also was the lead legislative analyst at CARB, focused on energy and transportation fuels. He started his career as an Air Quality Engineer at one of California’s local air quality districts.
Mike Johnson is the Auction Lead for the State of Washington’s cap-and-invest carbon allowance auctions. Mike helped launch the Washington program in 2023 and has supported entities in registering in the program, participating in auctions and trading, and fulfilling their first annual compliance obligations. In less than two years, Washington has raised over $2.3 billion in auction revenue to be invested in clean transportation, climate resilience, and addressing environmental justice and health inequity across the state. Mike earned a Bachelor’s degree in economics from Washington State University and Master’s degree from the Yale School of the Environment.
Andrew Kriha is an Associate Attorney at Holland & Knight LLP, where he specializes in compliance and voluntary carbon markets, including the Renewable Fuel Standard (RFS), Low Carbon Fuel Standard (LCFS), and state cap-and-trade programs. As a co-founder of Holland & Knight’s Greenwashing Mitigation Team, Andrew works to help clients navigate regulatory landscapes and avoid misleading sustainability claims. He brings deep expertise in advising renewable natural gas (RNG) projects, offering guidance on regulatory compliance, enforcement actions, and negotiating complex agreements such as biogas offtake and RIN transfer contracts. A former engineer, Andrew applies his technical background to address the intersection of technical challenges and legal issues, providing clients with practical, informed solutions.
Mike Taylor is President and Founder of Emissions Experts which is a leading environmental credit brokerage and consulting firm. Mike has over twenty four years trading, brokering and consulting on environmental credit markets. He has transacted over two billion dollars worth of credits in his career as well as been quoted in numerous publications including CNBC, Fortune, Los Angeles Times and Bloomberg. He is a best selling author with a book on carbon cap and trade programs. Previous to Emissions Experts, Mike successfully founded Emission Advisors in 2016 and successfully sold the firm after it achieved US Emissions House of the Year and landed on INC 5000 Fastest Growing Company List.
Robin Vercruse is Executive Director of the Low Carbon Fuels Coalition. She specializes in bringing order to chaos and translating complexity to advance organizational, commercial and policy objectives, including almost 15 years focused on energy and transportation fuels. In her current role, Robin focuses on building consensus and gaining support across the political spectrum for market-based policies to diversify both transportation fuels and the sources used to produce them. She previously honed her expertise at the Fuel Freedom Foundation, through the Obama and Trump Administrations and divided Congresses at the Federal level, and in blue, purple and red states across the country. Robin has a Master of Environmental Science and Management from the Bren School of UC Santa Barbara, with a specialization in energy and climate change.
Jeff Wilkerson manages government policy and regulatory affairs for Pearson Fuels, the largest E85 supplier in California. In his role with Pearson Fuels, Jeff communicates with government officials and staffers about the critical role E85 can play in California’s transportation future. Jeff also helps Pearson Fuels navigate the complex regulatory frameworks of the state’s Low Carbon Fuel Standard, Cap & Trade and Advanced Clean Cars II. Pearson Fuels has played a leading role in E85 expansion by partnering with more than 400 retail sites to offer E85 throughout the state and is currently working with partners to obtain certification for aftermarket E85 conversion kits.
Nathalie Hoffman is Managing Director, Energy Compliance Services, Regulatory Consulting, at Weaver, www.weaver.com. Leading Weaver’s LCFS consulting practice, she has consulted for clients on California’s Low Carbon Fuel Standard (LCFS) since its inception in 2011. She is accredited by the California Air Resources Board (CARB) as an LCFS Verifier. Nathalie is located in Los Angeles, a short plane ride away from CARB’s offices in Sacramento, California. Nathalie lived in Brazil and is a fluent Portuguese speaker and writer, with substantial experience in Brazilian biofuels. Prior to her consulting work, she was a project finance transactions partner of corporate law firm Sidley Austin. She is a graduate of UCLA Law School and has an MBA from the UCLA Anderson School of Management.
Anop is the lead market analyst for the WCI, Washington and RGGI Cap-and-Trade programs at ClearBlue Markets. Anop has over four years of experience in the carbon markets, with prior experience in the broader financial markets. Anop provides insights into what is driving force behind the different carbon markets. Anop also uses a variety of information to develop forecasting models for the different carbon markets under coverage.
Megan has overseen the expansion of Stillwater’s transportation fuels consulting and online publication business over her 18-year career at the company. Megan directs Stillwater’s business operations and implements growth management. She guides sales and management of consulting projects and publication efforts. She is also responsible for developing and editing content on a wide range of transportation energy issues reported in Stillwater’s LCFS Newsletter, Carbon Market Outlook Publications, and monthly newsletter. This content includes transportation energy policy, supply and demand fundamentals, petroleum and renewable fuels market activity, and the transportation fuels transition.
Sam Wade serves as the Director of Public Policy at the Coalition for Renewable Natural Gas. Previously Mr. Wade worked as Chief of the Transportation Fuels Branch at the Californian Air Resources Board, where he oversaw the Low Carbon Fuel Standard Program for four years. In other roles at CARB, Mr. Wade served as Deputy Director of Legislative Affairs, developed the Cap-and-Trade rule, and authored portions of California’s first Greenhouse Gas Scoping Plan. He’s also worked in energy policy at Pacific Gas and Electric and with a bioenergy/biochar start-up. Sam holds a B.S. in Mechanical Engineering from U.C. Davis, a M.S. in Mechanical Engineering from the University of Hawaii, and an M.P.A in Environmental Science and Policy from Columbia University.
Cory-Ann serves as Director of State Regulatory Affairs for CleanFuels Alliance America. In this role, she engages in issues associated with biodiesel, renewable diesel and sustainable aviation fuel and represents the interests of Clean Fuels’ members to state regulatory bodies, legislatures and environmental organizations. Located in Portland, Oregon her primary focus is advancing state and regional policy efforts on the West Coast. Cory-Ann has 30 years of experience in developing programs and policies to address air pollution, transportation emissions, and climate change at the Oregon Department of Environmental Quality. Most recently, she led the development and implementation of the Oregon Clean Fuels Program. Cory-Ann has a Bachelor of Science in BioResources Engineering from Oregon State University.
Curtis Powers has worked at Chevron Renewable Energy Group for over 11 years where he manages sustainability compliance across their renewable and lower carbon fuel supply chains primarily focused on North American fuel programs like the US Renewable Fuel Standard, US state level LCFS programs, and a number of programs in Canada. He has a bachelor’s degree in accounting and a master’s degree in public administration from Iowa State University (Go Cyclones!) and is currently licensed as a certified public accountant.
Matt Herman is the chief officer of demand and advocacy at the Iowa Soybean Association. He is passionate about leveraging policy to support a more productive, profitable, and sustainable soybean rotation. To expand opportunities Matt bridges the divide between policymakers, scientists, and industry. Matt has worked in private and public roles including at Renewable Energy Group (now Chevron), BIO, & Clean Fuels Alliance America (CFAA) Matt went to Iowa State University where he studied policy and bioenergy.
